Boro Council Reorganizes

McConnellsburg Borough Council met last Wednesday and reorganized for the year 2016. On a David Washabaugh/Travis Bard motion, council voted to re-elect Rick Buterbaugh to the president’s position. Buterbaugh abstained on the vote.

On a Pat Frazier/Pat Booth motion, the council voted to reelect Bard to the vice-chair position with Bard abstaining from the vote.

On a Washabaugh/Booth motion, the council voted to elect Adam Gress as the President Pro Tem for the council.

On a Bard/Frazier motion, Keller Engineers were appointed for a two-year term as the borough’s engineer. Rick Buterbaugh was again appointed to serve as the borough’s EMA manager.

Jack Fields was reappointed to a two-year term as borough acting manager, secretary, treasurer, zoning officer, land use officer, tax officer, maintenance department, chief operating officer for the police pension fund and open records officer.

Pat Frazier was appointed assistant zoning and land use officer.

The council also voted to advertise for a solicitor. It was agreed to advertise and ask that interested parties submit a letter stating retainer requirement and hourly rate. The letters will be opened at the February meeting.

The chairman appointed the following committee: Street: Travis Bard, ch., David Washabaugh and Adam Gress. Light Committee: Pat Frazier, ch., Pat Booth and Jim Smith. It was agreed that the mayor and council president will serve on both committees.

Other business

During other business, council voted to use liquid fuel funds to pay Smith Implements $168.45 for a battery for the tractor; and to pay TMS Excavating $3,598.51 for fixing the tile on Lincoln Way West.

Regular business

During regular business, council voted to pay December bills in the amount of $49,732.79. Income for the same period was $5,459.09. Checks were written for $20,203.26 leaving a January 1 balance of $43,367.97.

Council members present included

Rick Buterbaugh, Travis Bard, Pat Frazier, Pat Booth, David Washabaugh, Adam Gress and Mayor Mike Chilcote.

Council voted to change March’s meeting from March 2 to March 9. Borough Council meets the first Wednesday of each month at 7:30 p.m. at the Fulton House. The February meeting will be held on February 3, 2016.
